They want to abuse the environment while people in the U.S. are stressing out over the CO2 level when nothing they do will ever make a difference, given the output of it from China and India.

You are right, I have covered this in the past. Basically China's economic growth an development is outpacing their ability to adopt renewables. That is why they are still expand coal power, despite the fact that they have more deployed renewables, and more planned renewables, than the rest of the world combined. They simply can't build solar panels fast enough to meet their rising energy demands.
You are right that China has a duality, spearheading the technology that can save the world, whilst also being one of the largest source of emissions in the world.
